Li Jincheng, male, Han nationality, is a native of Dalian City, Liaoning Province. He was born in 1950, entered the work force in 1968, and joined the CPC in 1978. From 2003 to 2007, he was Vice Governor of Qinghai Province. From 2007 to 2011, he was Deputy Director and Member of Leading Party Group of South-to-North Water Diversion Construction Committee Office of the State Council.
